Signing - on

All riders must sign on with the Secretary of the Meeting prior to going onto the circuit.

Riders under 16 years of age must be signed for by a responsible adult i.e.: parent or legal guardian.

All Club Officials, Medical Crew, Marshals, Photographers, traders, etc must sign on prior to going trackside.

Grids

Grid ROWS will be determined by lap times in Official Qualifying [Mini moto/Conti Cup South - all other classes by championship position except round 1, by ballot]. The fastest riders will be at the front of the grid with the riders ranked in order behind them, to the slowest riders at the back of the grid. Grid rows are differentiated by colour. The colours on the grid sheet matching the coloured markers alongside the circuit. Riders can position themselves anywhere upon their allocated grid row, provided they leave a safe gap to the riders upon either side. FRONT wheel to be aligned with the marker. Grid sheets showing the riders allocated row will be displayed prior to RACING commencing.

Grid rows will be either two, three or four machines wide based upon circuit width / rider safety issues.

Non-championship classes may have the grid rows rotated. This will be achieved by changing the order of the markers, the riders still aligning themselves with their allocated coloured marker.

The L.C.R.R.C. reserves the right to combine classes/grids where necessary or appropriate. The starts of each class may be staggered, as determined by the officials. When being staggered those in the second start will be held be an official on the grid between them and the riders in the class ahead. Each class will be scored for points separately.

No one other than Officials and Riders entering in the current practice/race is allowed trackside or on the circuit without permission from the Clerk of the Course.

Qualifying

All riders must complete at least two laps in practice/warm-up in order to qualify for racing.

Race Starts

Races will officially start with starting light going from LIT Red to OFF or with the lowering of a Union Jack or Green flag.

All races will be from a standing start with engines running. Any rider suffering from problems on the Starting Grid must raise a hand to make Officials and other riders aware that they may not start. If the starting sequence has not been initiated, Officials will give the rider 1 minute (60 seconds) in which to rectify the problem (and return to the grid slot if necessary). If they are still unable to start they will be moved to a place of safety or be made to start from the back of the grid/pit lane.

Machines may NOT be substituted once the riders are under starters orders. Any rider failing to make the warm up lap will start from either the back of the grid or pit lane as directed by the Clerk of the Course.

A rider may not join the race after the Official start, and must come under the “starters order”.

Protests

A rider or a machine can only be protested by another rider/entrant from the same class.

In the case of a mechanical strip down, a fee of £40 [Mini Moto] or £60 [all other classes] must be paid by the rider making the protest to the clerk of the course, this fee will cover the cost of the strip/re-build. If the bike is determined to be within the rules and regulations, the rider protested against will be allocated the cost of the re-build from the remainder of the protest fee. All decisions with regard to protest/penalties are the responsibility of the Clerk of the Course. Should a rider wish that their engine only be stripped at the end of their last race, the engine mounting bolts, cylinder head bolts, reed block bolts, must be “sealed” [marked with paint] by the Clerk of the Course/Scrutineer at the time of the protest, the bike must then be brought straight to the Clerk of the Course/Scrutineer from the finish of the last race, straight from the pit lane, AND MUST NOT BE TAKEN ANYWHERE ELSE. Failure to comply or any evidence of the paint marks being tampered with in any way, will result in the immediate award of the protest in the favour of the protesting rider/entrant. Either party may appeal against a decision in writing, within 7 [seven] days of it’s announcement, after which they lose their right to appeal.

Penalties

All decisions with regards to penalties are the decision of the Clerk of the Course, with the exception of False/Jump Starts . Only disciplinary matters brought to the Clerk of the Course and confirmed by meeting Officials can result in penalties.

Jump Starts :- False or Jump Starts are determined by the Chief Marshal and/or Timekeeper. These will result in either, a minimum five second time penalty (applied at the end of the race), or the offending rider(s) being moved to the back of the grid for a re-start or disqualification from the race.

Disregarding Flags :- Minimum verbal warning to maximum disqualification from the meeting.

Passing under a waved yellow - Ten second penalty applied at end of race.

Red Flags :- Attempting to use the Red Flag ruling to a riders advantage will result in exclusion from that race. Passing more than two red flags at race speed will at minimum result in exclusion from that race

Re-joining:- A rider who leaves the circuit must not re-join in such a way as to gain an advantage. Any rider determined to have done so by the Officials will have a 5 second penalty imposed at the end of the race. Riders must not re-join unless it is safe to do so. Riders deemed to have caused danger in re-joining will be penalised from 10 seconds to meeting exclusion based on the seriousness of the offence.

Course Conduct :- (including but, not limited to those defined below) Minimum five second penalty to exclusion from the club and all it’s events.

Dangerous Riding - Deliberately placing other riders at serious risk of injury.

“Wheelies” - Wheelies and other stunts whilst on the circuit.

Weaving - Moving from side to side of the circuit more than once in order to impede other riders.

Touring - Riding at much reduced speed to the danger of others.

Riding in the Wrong Direction - Riding in opposition to the direction of the meetings use of the circuit.

Remaining in Danger - Inspecting/fixing a machine without removal to an area of safety.

Delay of Proceedings - Failure to leave the circuit with all possible despatch.

Hindering Progress - A rider being shown the blue flag shall not hinder the progress of the faster riders approaching from behind, nor place them in danger by sudden directions changes.

Burn Out’s:- Burn out’s are forbidden, punishment from verbal warning to meeting disqualification.

Rider’s Briefing:- Any rider or Junior rider parent refusing to attend the briefing will be disqualified from the meeting.

Circuit Litter/Damage :- Any Person found to be littering the circuit or tipping is liable to a fine by either the Club or the circuit and potential exclusion from further events at that venue.

Any person found to have caused deliberate damage to the land, equipment or premises of a circuit, the property of Phoenix Mini Moto Racing Ltd or another competitor will be liable for replacement or repair costs and that person may be excluded from future events.

Conduct to Others:- Abuse of Club Officials, Riders, Circuit Officials, Medics, Spectators etc will result in immediate exclusion/disqualification from the meeting and may result in exclusion from future L.C.R.R.C. meetings. The same applies to fighting, acting in an irresponsible manner, coarse language, acting in a threatening way, or bringing the club into disrepute. In the case of a parent or guardian of a child racing with the club, a minimum one meeting ban for the parent/guardian concerned will apply to the following event(s), permanent exclusion will be considered if the offence is considered severe enough.

Wet Races/Meetings

All races/meetings are categorised ’wet’ or ’dry’. If the race/meeting is categorised wet, it will be announced as such and/or a wet race board will be posted either at race control or in the holding area, if no board is posted or no announcement made, the race/meeting shall be dry. Once declared a wet race/meeting, no additional stoppage time will be allocated to change tyres for climatic changes. Only if climatic changes turn a dry race into a wet race, for the first time during a meeting, will there be a stoppage, a maximum of half an hour will be given. The Clerk of the Course or Chief Marshal may prevent a rider racing if they attempt to use tyres deemed inappropriate to the conditions.

Touring/Stopping

A rider must pull off the circuit safely and quickly in the case of a retirement from the race or practice session having raised their arm to indicate this intention to other riders. At the end of the session they must then leave the circuit at the designated point and are strictly forbidden from taking short-cuts, or travelling the wrong way round ANY part of the circuit. In the event of an accident, provided the rider is un-injured, and with the aid of the flag marshal (if safety will not be compromised) it is the riders responsibility to ensure that the machine is not left in a dangerous position.

Re-Starts

Only the Clerk of the Course may stop a race prematurely. A race may be stopped once for climatic reasons.

The race shall be re-run in it’s entirety if less than 3 laps have been completed by the leading rider. A race that has run over 2/3rds distance will be declared under the ruling below. Between 3 laps and 2/3rds distance, the race shall be re-started with competing riders being placed on the grid according to their race positions on the last lap/prior to the red flag being shown. Should the rider who caused the stoppage be allowed to re-join the race, they will be placed at the back of the grid. The total race distance may be reduced as a result of the stoppage.

Race Finish

The race has finished once the chequered flag has been shown to the first place rider. However, subsequent positions are determined as the following riders pass the chequered flag, this includes riders one or more laps down. Riders must exit the track, via the pit-lane at the first opportunity having passed the chequered flag, this includes riders one or more laps down. Only riders passing the chequered flag are awarded a race finish, failure to pass the chequered flag will result in a rider being awarded a DNF. Any rider found to be passing the chequered flag twice may be disqualified from the race. If a race is declared finished, following the stopping of a race with red flags, the result will be determined by the order in which riders crossed the line on the last lap prior to the showing of red flags, however, if the rider who has fallen requires medical attention, he/she will score a DNF in that race. Riders suffering mechanical problems are NOT allowed to push their bike over the line to record a race finish.

Race Finish - Slow Down Lap

Once a rider has passed the chequered flag, the race is OVER, regardless of their race position. They must complete the full lap if required to reach the circuit exit, they must not take a short cut or attempt to “un-lap” themselves, unless directed by a marshal or official. Once the chequered flag has been passed, the rider must not continue to “race”, nor to hinder the progress of other riders still racing, or to travel so slowly as to be a hazard.

Junior/Senior Grids/Practice/Races

Senior riders must not ride or attempt to ride in any designated junior only classes under any circumstances.

Paddock Bikes

Any form of paddock transport is forbidden once the race meeting is underway. Mini Moto’s must be pushed/carried at all times in the paddock area, including to and from the holding area. Only “gearbox” type machines may be ridden, but strictly to and from the holding area only, speed limit in the paddock for all vehicles is 5mph. Any rider found riding a machine outside of the grounds of a circuit who is part of our meeting will be excluded from the day.

Crashes

Riders of “road race” type machinery may NOT re-mount in the event of a crash. Furthermore, if they require medical attention as a result of the crash, they may not race again that day unless given clearance by the medical staff, the machine must also be re-scrutineered. Only Pitbikes and Mini-moto’s are not road race type machinery.

For all other classes, riders may not re-mount or re-start if they require medical attention. In the event of a race being stopped, a rider may not re-mount or re-start if the Clerk of the Course has requested medical attention for that rider, they may not race again that day until medical staff have given them clearance to do so. A rider may not under any circumstances refuse medical attention. A rider may not receive help from anybody other than a marshal, or in the case of junior riders, a designated helper, to re-start a machine. A marshal may request that the machine be re-scrutineered.

Championship Points

Championship points for each class are awarded based on final finishing positions of the riders at the meeting.

Points are awarded as follows; 1st place - 25pts, 2nd place - 20pts, 3rd place - 16pts, 4th place - 13pts, 5th place - 11pts, 6th place - 10pts, 7th place - 9pts, 8th place - 8pts, 9th place - 7pts, 10th place - 6pts, 11th place - 5pts, 12th place - 4pts, 13th place - 3pts, 14th place - 2pts, 15th place - 1pt.

The final finishing positions for the race meeting are accumulated & determined from the allocation of points, on the same basis as above. The accumulated scores determine the winner on the day, based on the highest score, down to the lowest position. Riders only score points down to 15th place. Where any riders have equal points, the ranking will be determined by placing in either races or meetings [dependant on the equality being on the day or in the championship], the rider with the higher position(s) being given the higher ranking. Should it still not be possible to split the riders, it will be decided upon the final positions in the last race of the day or the latest event contested by both riders.

Should it not be possible to determine the overall rankings by the methods outlined above, it shall be determined from the positions over the last 5 [five] rounds of the championship. The championship positions will be publicised on the club website [www.phoenix-minimoto-racing.co.uk].
